Canada Introduces New Measures to Combat International Student Fraud
In an effort to safeguard the interests of genuine students and enhance the overall experience, the Honourable Marc Miller, Minister of Immigration, Refugees, and Citizenship, recently announced a series of measures aimed at fortifying Canada's International Student Program.
These measures, set to be implemented starting December 1, 2023, signify a proactive approach to address existing challenges and ensure the program's integrity.
Enhanced Verification Process
One of the key initiatives is the introduction of an enhanced verification process for the letter of acceptance from post-secondary designated learning institutions (DLIs). Commencing on December 1, 2023, DLIs will be required to confirm every applicant's letter of acceptance directly with the Immigration, Refugees, and Citizenship Canada (IRCC). This step is designed to counteract instances of letter-of-acceptance fraud and guarantee that study permits are issued only based on genuine letters of acceptance.
"This enhanced verification will protect students from letter of acceptance fraud and to help them avoid similar problems that some students faced earlier this year as a result of fraud investigations," Miller said.
Recognized Institution Framework
Further, for the fall 2024 semester, the IRCC will adopt a "recognized institution" framework. This framework will prioritize post-secondary DLIs that demonstrate a higher standard for services, support, and outcomes for international students. These designated institutions will benefit from priority processing of study permits for applicants planning to attend their school, creating a more streamlined and supportive environment for international students.
Post-Graduation Work Permit Program Reforms
In addition to this, to ensure that international students are better equipped to contribute to the Canadian workforce and achieve their professional aspirations, the IRCC will conduct an assessment of the Post-Graduation Work Permit Program criteria. Reforms will be introduced to better align the program with the needs of the Canadian labor market and regional objectives.
